Our experience includes the delivery of projects in both Public / Private sectors including the Commercial, Residential, Retail, Hotel & Leisure, Education and Aviation Sectors.

Brennan Associates has a requirement for a Procurement Specialist who shall undertake tasks similar to those listed below, to the highest standards.

The Procurement projects range from Works Contracts, Consultancy Services to Supplies and Services through the Open or Restricted Procedures. Frameworks are utilised where possible

The specific requirements of the role in the context of the above procurement projects will include:

  • Identify the most appropriate procurement strategy with reference to procurement thresholds, appropriate legislation, applicable timelines and policy / procedures in place;
  • Conducting market research
  • Draft / Assist with the drafting of Tender Documents
  • Assisting in the development of Specification for Tender Documents
  • Publishing tender advertisements on both eTenders website and European Journal;
  • Management of the procurement process for tender / framework competition
  • Management of tender clarifications and ensuring clarifications and amendments are relayed to tenderers in a timely manner to ensure transparency in the tender process;
  • Provide Procurement Advice
  • Liaising with both in-house and external consultants on the drafting of tender and contract documents contractual documentation;
  • Prepare evaluation and scoring criteria
  • Undertake Tender Assessments
  • Prepare Tender Report
  • Manage the Tender Validation process
  • Manage the contract execution process with successful tenderers;
  • Ensure that compliance with EU Regulations is adhered to.
  • Issue of Letters of Intent and Standstill Letters to tenderers including liaising with unsuccessful tenderers to ensure appropriate feedback is provided
  • Facilitate and implement framework agreements and run mini- competitions via e-tenders etc.
  • Agreeing contract changes with relevant suppliers and managing the execution of contracts;
  • Publishing contract award notices on both eTenders website and European Journal; and
  • Advising the in house team of any relevant procurement legislation changes and policy and procedures updates
  • Providing assistance with Private Contracts Procurement processes
  • Develop and maintain standard documentation and templates for use in the procurement process.
  • Track the status of each procurement so that each stage is completed in a timely manner
  • Review, track and authorise purchase orders and payments.
  • Set up new Suppliers

Candidate Profile

The ideal candidate will have experience in the execution of procurement processes from brief development to project completion. The Candidate will work closely with the existing in-house Procurement Team and will provide support to the in-house Project and Cost Management Teams

The successful candidate will be results driven, self-motivated and will:

  • Possess a relevant Procurement qualification or alternatively significant previous experience in managing Public Procurement Tender Processes
  • Have at least 5 years Procurement or other relevant experience in either public or private sector.
  • Have appropriate knowledge of the Capital Works Management Framework (GCCC contracts – preferable)
  • MS Word, Excel, and familiarity with other Microsoft Office packages;
  • A working knowledge of the relevant National and International Procurement guidelines and legislation
  • Ability to manage deadlines and effectively handle multiple tasks
  • Awareness and appreciation of the needs of Clients
  • Excellent problem solving, analytical, decision making and report writing skills
  • The ability to work with multi-disciplinary team members
  • Commitment to continuing professional development of self and others
