Carlow County Development Partnership are the Local Development Company for Carlow Town and County, offering processes and solutions to tackle the socio-economic challenges facing communities and individuals in the county.

They act as a strategic intermediary between communities and development programme frameworks as well as with corporate social responsibility.

Their business model is focused on securing and maximising the impact of public and private investment in the local economy by designing and delivering a responsive client centred service which delivers demand led results for clients while maintaining high standards in corporate governance, accountability and risk management.

CCDP’s overall strategic focus has 3 inter-related strands namely, rural economic development, community development and labour market activation.

The rural economic development strategy is underpinned by the LEADER programme. For the programme period 2015 – 2021 the EU has identified three long term strategic objectives for LEADER namely, improving the competitiveness of agriculture, the sustainable management of natural resources and climate action; and a balanced territorial development of rural areas.

The community development strategy is underpinned by the Social Inclusion Community Activation Programme (SICAP), and Rural Social Scheme (RSS). The SICAP seeks to tackle poverty, social exclusion and long-term unemployment through local engagement and partnership between disadvantaged individuals, community organisations and public-sector agencies. The RSS seeks to provide income support for farmers and fisherpersons who are currently in receipt of specific Social Welfare payments, and to provide certain services of benefit to rural communities.

The labour market activation strategy is underpinned by the Tús programme and Jobs Club service. The Tús programme seeks to provides opportunities for people who are unemployed to break the cycle of unemployment and helps to improve a person’s work readiness and support them in returning to the labour market, while the Jobs Club seeks to assist jobseekers to enter / re-enter employment through the provision of individualised supports, a ‘drop in’ service and group workshops.
